Young Gandhian Summit ends

State GGF convenor H.P Biswas disclosed the planning and programmes of GGF for Arunachal Pradesh. He informed that Gandhian Quiz cum symposium programmes will be conducted in various level in all the districts of the state.
Some selected youths will be taken to Rastrapati Bhawan and they will also witness the proceedings in Parliament, he further said.
During the valedictory function H P Biswas was declared the first Gandhian Doot (Ambassador) of Arunachal Pradesh and also facilitated by the Vice President GGF. Prizes were also distributed to the winners of the various competitions.
SHG Foundation Day celebrated
ITANAGAR, Apr 28: The Itanagar Diocesan Empowerment Association (IDEA) celebrated SHG Foundation Day at Dree Ground, Naharlagun today.
Addressing the gathering, Itanagar MLA Techi Kaso called upon the members to work hard for the betterment of the society and for the state. While appreciating IDEA for its commendable service towards uplift of common people, he distributed prizes to the winners of the competitions and handed over some amount to SHG groups in support of their income generating programmes.
Nikom Hillang, animator, IDEA presented the annual report acknowledging the assistance received from various agencies like NABARD, State Medical Department, SIRD, Power Grid and other private sectors.
Speaking on the occasion Fr. Jacob Mattathilany, the Vicar general of the Diocese of Itanagar, called on the members of SHGs to work together for the overall development.

GBPIHED promotes livelihood

ITANAGAR, Apr 28: The All Upper Subansiri District Students’ Union (AUSDSU) has opposed

Union appeals CM to look into contractors grievances
ITANAGAR, Apr 28: Siang Contractor and Supplier Union in a letter appealed to the chief minister for establishment of WRD Circle office at Pasighat. They further called for immediate sanction of special package to clear all the pending bills of contractors and suppliers of the three Siang districts. The Forum also called for issue of government order to restrict the contractors and suppliers of other district to work in Siang belt.
The other demands are decentralization policy in every government department and issue of an order regarding revised rate of contractual works and supply items of government departments.
Regarding contract work it further said below Rs one crore project should be awarded without tender.
Forum seeks clarification
ITANAGAR, Apr 28: The Dumporijo Gusar and Baririjo Collegian Forum while clarifying their opposition to construction of 18 KM road from Subansiri bridge point to Segi said they are not against tender process. Forum stated that they only want to know where Rs 4 crore of the total funds sanctioned for project has gone missing. Further they questioned why executive engineer PWD, Dumporijo is maintaining stoic silence over this allegation. They called on him to clarify the matter before the people.

Orgns question erratic power and water supply at Pasighat
ITANAGAR, Apr 28: All Adi Youth Association (AAYA) today lambasted the authority concerned for delay in restoring proper power and drinking water supply in the Pasighat township.
The association said that due to irregular power supply, the students appearing AISSCE and RGU examination and the business community are facing innumerable problems.
Highlighting the potentiality of power sources from Yembung, Sille, Silli and Rina micro hydels, the association appealed to the state government to provide sufficient fund for the renovation of all the existing hydels.
It also appealed to the authority for proper implementation of water treatment plant sanctioned during the tenure of then PHED minister Ninong Ering.
Meanwhile, JN College Students’ Union also expressed their resentment over the erratic power supply particularly in JN College New Block Girl Hostel.
Union demands posting of doctors
ITANAGAR, Apr 28: The All East Kameng Students’ Union (AEKSU), in a memorandum, has demanded the chief minister to post medicine and child specialists and a gynaecologist at District Hospital Seppa.
AEKSU informed that the district hospital has been running without specialist doctors in above mentioned departments which have caused hardship to the people of the district. It urged the CM to provide post mortem facility and construct a morgue in the hospital.
Other demands included construction of boundary wall of Govt. Hr. Sec. School Seppa and immediate completion of the Seppa to Chayang Tajo road with allocation of additional fund.
Youth Congress office inaugurated
ITANAGAR, Apr 28: Chief Minister Nabam Tuki opened the Assembly Youth Congress Office at Sangram in presence of MP Takam Sanjoy and APCC vice president Tatar Kipa on April 23.
Addressing the Youth Congress leaders and members, Tuki exhorted them to work for strengthening party organization. Expressing his satisfaction over Youth Congress activities in the state, Tuki assured to extend all help to the youth brigade of the party to further strengthen the party organization.

AdiSU lodges FIR against SP
ITANAGAR, Apr 28: Adi Students’ Union (AdiSU) expressed their displeasure to Superintendent of Police, East Siang district for not allowing the AdiSU team to meet Chief Minister at Doying Gumin Hall during his recent visit to Pasighat.
Taking the issues as an insult and attack on the sentiment of the AdiSU and Adi people, the union lodged an FIR against P Kumar, Superintendent of Police at Pasighat Police Station yesterday and demanded the authority to take legal action against the SP.
The union alleged that SP had obstructed the official team of AdiSU to enter the peaceful public gathering and also threatened them with dare consequences if any member of AdiSU team crossed the entrance door of the public gathering.

This April I headed south east, to the land of Khamtis to feel the splash of Sangken!

While we crossed Tezu, the headquarters of Lohit district, she was engrossed seeing new places.
“People here look like us,” she said, “Their houses too.” It was her one rare occasion to see places outside of Roing town; to even explore her own Mishmi country.
After two hours drive from Tezu, vast open agriculture fields and tall elevated wooden houses signal the start of Khamti territory.
Festival of water
My first visit was Buddha Vihara at Chowkham. I was prying to look in how fun Sangken is, as my Khamti friends raved about.
Sangken marks the beginning of New Year for Khamtis. It is popularly known as ‘festival of water’, because the common sight during the festival is people splashing water at each other.
The opening view of the festival was -
I looked for someone whom I could speak to, and know about the festival. I caught
sight of a young girl. She was pouring water on a plant and praying. I joined her
in the festival ceremony -
Sangken involves multitude of social and religious purpose– attending prayers and sermons, merry making by splashing water, offerings to monks and paying respect to elders by pouring water on their hands and feet. This act of pouring water, according to Khamtis is to invoke blessings and wishing Happy New Year. It is believed that on this water festival, everything old must be thrown away, or it will bring bad luck.
Essentially, water is the main ingredient in the festival. It is believed that use of water will bring good health, longevity and prosperity. During Sangken, viharas (temples) and houses are also thoroughly cleansed with water.
Traditionally, Khamtis are very particular about cleanliness and hygiene. This is apparent from their record in winning highest number of Nirmal Gram Purushkar (NGP) award in the state. Since 2007, they have won 17 NGP awards, a government of India initiative to improve sanitary services in rural areas.
Sangken is celebrated for four days. The first day of the festival begins by bringing the idols of Lord Bhuddha from Vihara (temple) to Kyongfra, a temporary shrine. For three days, the idol is cleansed with clean scented water. On the last day, the idols are restored back to the temple, which marks the end of old year and beginning of the New Year.
The splash of Sangken
How would I have escaped the festival, without the feel of splash of water? There were group of girls collecting water from a tap. As soon they saw me, they wore a broad smile.
I raised my camera, aimed at them to click pictures. Through the lens, I saw one girl set her eyes on me. Before I realized, she emptied her bucket full of water on me.
Once drenched, there is no consciousness of getting wet further. But I could not stop for another two days celebration, as it was going to get murkier. In the next two day, young boys and girls make fun by throwing ashes and mud on each other.
As I drove back towards the highlands of Mishmis, I missed buying traditional items, local delicacies, as all shops were closed for the festival.

Tuki reaches out to remote Rilloh
RILLOH, Apr 28: Chief Minister Nabam Tuki visited one of the richest but least known
and remote rice bowls of East Kameng district -
During yet another of his umpteenth tours to remote areas of the state that began from Changlang on 25th of this month, Tuki landed at Sagalee after attending a function of the Adi Baane Kebang at Pasighat on Thursday.
Next morning he set off on another tiresome and treacherous journey to Rilloh, about 80 kms from Sagalee in East Kameng district under inclement weather on a road dilapidated by lack of maintenance and unimaginable for travel. In fact, the road is shortest available road for travellers to Seppa, headquarters of East Kameng, from the state capital.
Passa along with Pakke and Pappu are the three picturesque valleys known as rice bowls of East Kameng. Before the onset of Public Distribution System (PDS), these valleys were the sole providers of food grains to the entire district.
Even today Passa, Pappu and Pakke valleys supplement the supply of food grains by
the government through the PDS to the district headquarters Seppa. And the road Tuki
travelled on Friday is the only lifeline for villagers living in these three valleys.
Meanwhile, without knowing, Tuki became the first Chief Minister to visit the region
by road. The good news for people of the region is that somewhere in the near future,
this dilapidated and neglected road would become a part of the Trans-
Tuki along with Agriculture/Horticulture Minister Setong Sena were of opinion to market the produces of the region outside the state and augment food supply in unproductive areas.
Addressing a huge crowd of villagers, who zeroed in at Rilloh to listen to their Chief Minister, Tuki dedicating the new circle to them hoped that it would ensure smooth administration by assuaging problems such as the arduous task of travelling not less than 90 km to Seppa for all official purposes. He pointed out that government cannot grant sanctions again and again for the same project and therefore appealed that whatever infrastructures are created must be properly taken care of by the people themselves.
The demand for creation of a new Passa Valley administrative circle was raised by the people under the banner of Passa Valley Development and Welfare Society (PVDWS) when Late Dorjee Khandu was the Chief Minister.
However, because of his unfortunate and untimely demise the proposal didn’t move forward. The proposal also didn’t materialize under Jarbom Gamlin as the Chief Minister despite several submissions and reminders by the PVDWS. It was only when Tuki took over the mantle of Chief Minister a ray of hope gleamed for the people of Passa Valley. An administrative approval for creation of a new circle was granted on November 10, 2011 and finally the Cabinet accorded its approval on December 26, 2011.
Congratulating the people, Tuki assured to sanction Rs 2 crore for development of infrastructure as first phase under SPA for the newly created circle headquarter and Rs 1 crore each for construction of a circuit house and a multipurpose stadium at Rilloh, the nerve center of Passa Valley.

PPPF all set to strengthen law-

ITANAGAR, Apr 28: “Every citizen is a policeman without uniform,” said Director General of Police Kanwaljit Deol, while flagging off the Public Premises Protection Vehicles (PPPV) in a glittering ceremony held at IG Park here this afternoon.

citizen should join hands with police and administration to improve law and order.

Mother Home strides forward despite all odds

ITANAGAR, Apr 28: The Mother’s Home in Ziro is home to many people who otherwise do no find space in society. Run by Tylang Shanti, the Home today has given custody to the deserted women, orphans, destitute and mentally challenged children.
She started the Home few years back and undertakes numbers of recreational activities within the home to raise fund for the inmates and development of the home.
To make both ends meet, visitors can take short boating trip and fishing at the pond within the compound of the homes. There is a provision for tourists to stay too. She also gives tailoring training to those interested in the course.
“We allow visitors and well wishers to fish in the pond and a nominal fee of fifty rupees is levied per hour, which is the main source of income.
However, during fishing off season, it is difficult for us to sustain. So to improve our income source, we recently started home stay facility within the campus”, she added.
The Ziro based Achukuru Welfare Society chairperson Shanti further disclosing her difficulties said ‘due to limited accommodation facilities, the home has been unable to provide shelter to the children of lesser god from other districts’.
The lady expressed the hope that her society would be able to make more rooms to accommodate the ever increasing number soon if more people come forward and contribute. She urged the well wishers to pay a visit to Mother’s Home as the meager funds which she indirectly receives from visitors and donations from well wishers works wonder for the upkeep of children of lesser god.
Meanwhile, she expressed her gratitude to Itanagar MLA Techi Kaso for taking pain and assuring an amount of Rs 3.5 lakhs from MLA LAD fund for construction of office building of Achukuru Welfare Society at Ziro.
Taloh inaugurates Pirak Bridge over River Simang
PASIGHAT, Apr 28: Industries Minister Tapang Taloh inaugurated a newly constructed 58 Mtr Steel Girder bridge over river Simang at Pirak yesterday.
Addressing the gathering of officers, Panchayat and public leaders, GBs and villagers, Taloh said any development is possible through unity and cooperation of the people. He sought their support for construction of road from the bridge point to Sine and Yogong villages.
Responding to a demand for establishment of a CO Headquarter at Suple, the minister said that the demand will be considered if the people agree to provide sufficient land for it. He also assured to complete the Kabung bridge.
Taloh informed that the government has taken some concrete steps for devolution of more power to PRIs and urged the PR leaders to utilize government funds judiciously. He emphasized more interactions between the masses and elected representatives, so that all schemes and projects are implemented effectively and also appealed to the officers to be sympathetic towards the villagers and work more dedicatedly for development of the society.
Er. T Taloh SE (PWD) appreciated the villagers for their cooperation in completion of the bridge. He informed that by the initiatives of the Minister Taloh, more purposeful schemes will be taken up in the next 5 yrs plan.

AOA questions draft sports policy

ITANAGAR, Apr 28: The Arunachal Olympic Association (AOA) has lamented absence of certain clauses for the welfare of players and coaches in the draft sports policy prepared by the authority.
The draft sports policy is bereft of any approach that would benefit the players and coaches, who bring laurels to the state, observed AOA in its executive committee meeting held to examine the draft sports policy at Naharlagun today.
A player with graduate degree, who wins in regular and recognized national/international level event/competitions for three consecutive times should be recognized as equivalent to diploma in sports coaching/BPE/DPE/BPed thus making them eligible to apply for the post of Physical Education Trainer (PET), coach and sports officer under state government, opined Arunachal Weightlifting Association vice president and AOA executive member L. Sokun Singh. He informed that this is being practised in other states.
“Though coaches play the main role in players success, no incentives have been kept for them in the draft sports policy. The coaches may be awarded separate incentive of atleast 20 percent of the amount received by the players in recognition of their hard work and contributions,” he opined.
The meeting objected to the meagre incentive proposed in the draft sports policy
for the medal winners at various levels of competitions, which according to AOA,
was far below the amount announced by the government in 2009-
“The state government had announced reward of Rs.10 lakh for those sportspersons who get gold medal at national level competitions and Rs. 5 lakh and Rs 3 lakh for those who get silver and bronze, said AOA joint Secretary cum AKA general secretary Bulang Marik.
The incentives for players proposed in the draft policy is Rs. 3 lakh for gold, Rs. 2 lakh for silver and Rs.1 lakh for bronze.
He also said that the authority has reportedly prepared the incentives for the medal winners of the last year’s Jharkhand National Games on the basis of the just drafted sports policy. He demanded the authority to give incentives to players as announced by the government earlier.
Further claiming irregularity in giving incentives to the medal winning players by the authority, AKA president cum AOA treasurer Likha Tara said that the list of players eligible for incentive should be submitted by AOA to the government. No incentive should be given to any player who wins medal at invitational or unrecognized events, he said. The meeting also objected to rights reserved by the director of sports and youths affairs to suspend any state sports association/body, if any serious irregularities are detected in their internal functioning.
“The AOA is empowered to initiate disciplinary action against any state sports association in case of violation of rules and regulations of AOA,” secretary general of AOA, G Doke, who chaired the meeting, said. He said that players or teams participation at national and international level events should not be a matter of fund as mentioned in the draft sports policy. He also pointed out some other lacunae in the draft sports policy which need to be modified/corrected. However, AOA would take a final decision on the draft sports policy only after getting opinion/suggestions from various sports bodies in the state, he added.
Attending the meeting, AOA senior vice president Taba Tedir urged all the sports bodies in the state to put forward their suggestions on the draft sports policy by May 3 so that their suggesions and opinions could be taken up with the policy drafting authority. While opining that the draft sport policy has been prepared in bureaucratic style and manner, Tedir sought certain modification in the policy which would be taken up with the authority only after getting inputs from various sports associations.
“Arunachal Weightlifting Association general secretary Daniel Teli opined that the sports policy must benefit the sportspersons and help develop sports in the state and the policy should be prepared keeping this in mind. He advised the authority to keep a provision of yearly fund allocation to AOA to run the office smoothly.
The meeting was attended by Arunachal Wushu Association president Toko Teki, Arunachal Karate Association vice president and AOA executive member Tai Hipik, AOA legal advisor Nabam Lera among others.
ABK resents AAPSU statement; clears stand on Mishing issue

PASIGHAT, Apr 28: The Adi Bane Kebang (ABK), which has raised the demand to recognise the Mishings of Arunachal Pradesh as Adis has clarified its stand and requested All Arunachal Pradesh Students’ Union (AAPSU) and other unions to appreciate the demand.
Clarifying its stand, the ABK functionaries today said that their demand is restricted to the Mishings of Arunachal Pardesh only and not for those living in Assam or other states.
The Mishing people, who have been living inside the territory of Arunachal since time immemorial, are still deprived.
The Mishings of Assam have been granted scheduled tribe status in that state, but about 16,000 “Indigenous Arunachal Mishing” have neither been granted scheduled tribe status in Arunachal, nor given any opportunity in the state of Assam, ABK said.
The Kebang reminded the AAPSU leaders that representatives of the apex students’ body visited many Mishing villages in East Siang and Lower Dibang Valley in 2006 and took stock of the situation of the Mishings. “The ABK, considering the sufferings of the indigenous Mishing people, who are related to Adis genealogically, socially, culturally and ethnically, demanded the government to recognise them as Adis as per provisions provided in Scheduled Caste and Scheduled Tribe Order (Amendment) Act, 2002”, it said in the written statement.
Review meeting cum training on HMIS/MCTS
ITANAGAR, Apr 28: A four days HMIS/MCTS review meeting cum training started at DHS Conference Hall, Naharlagun on April 27.
Addressing the gathering, Joint director Dr. T Taloh, DHS (FW) has exhorted all the participants from the districts to take the review and training seriously and sincerely. He said that poor level of achievements is due to very low uploading status of records in the web portal.
Health and Family Welfare secretary Kaling Tayeng in his speech stressed on uploading
of web portal on time from all the blocks and requested DRCHO's and DPM's to share
their concern pertaining to uploading of data in the portal. It is the duty of BADA
and Data Assistants to compile all the data duly validated by MO in-
Emphasizing on importance of training, he requested the participants to attend it sincerely and stressed on the need of uploading the information in portal. He reminded all that Centre sanctions fund on the basis of accurate figures shown in web portal. He further reiterated that all the data as per the requirements must be uploaded completely and regularly.

Apart from facilities needed including doctor, sanitation, vans, and separate custody for women, they discussed the need for an alternative arrangement for the CRPF Camp so that the district jail under their occupation could be vacated.
Stating that the creation of a separate and permanent Judiciary is new in the state of Arunachal Pradesh, Meruno emphasized on the contribution of the Bar Association to make it more efficient and independent.
Interacting with the advocates of the area, he said, “You are in a noble profession. Be sincere in your work. Aim for the sky and you will be there”.
Practical knowledge on judicial system is important, he said and assured to take up training of various officers and officials with the Government.

Environmental conservation awareness
ITANAGAR, Apr 28: Nature Care and Disaster Management Society (NCADMS), Ziro organized a three days “Environmental conservation awareness programme” at Ziro plateau from April 25 to 27. The programme was sponsored by Divisional Forest Office, Hapoli Forest Division under the CAMPA (Compensatory Afforestation Fund Management and Planning Authority) programme.
The first day of the programme began with open essay competition among the school children on April 25 on the topics, “Deforestation and its impact on environment in Arunachal Pradesh” for junior group and “Need of forest conservation and afforestation for healthy environment in Arunachal Pradesh” for senior group.
Rubu Noomphy of Ziro Valley School, Pakyum Yana of Abotani Vidya Niketan and Tailyang Taker of Ziro Valley School were awarded 1st, 2nd and 3rd prizes in senior group essay competition while Tailyang Yanga of Highland School, Nada Karlo of Bumer Kids and Tailyang Munya of Unya Academy were awarded 1st, 2nd and 3rd prizes in junior group.

Addressing the gathering NCADMS chairman Rubu Buker highlighted the environmental problems like deforestation and hunting in Apatani plateau and the activities undertaken by the society to minimize the impacts. On third day, forest patrolling was conducted with the BMCs member of Suluya, Lempia, Tajang and Molyang villages in eastern ring road areas of Ziro plateau. The patrolling aims to check illegal hunting and unsustainable or excess extraction of natural resource as it will help in preservation of precious environment. The programme was concluded by tree (Michelia champaca) saplings plantation covering about 1 hectare of land.
